With refernce to your confidential
despatch of the 9th.May, I have the honour to inform you that I have had a conversation, in the presence of the Registrar General, with Mr.Wel Yuk on the subject of his remarks to Mr.Liang Shih-yi concerning the issue
of notes by a Chinese Bank in Hongkong.
I am satisfied that Mr.Wei Yuk (whose
understanding of financial matters is weak } misunderstoe d my remarks, in which I had reninded him and Sir K'ai Ho Kai of the conditions imposed upon Banks in this Colony which are permitted to issue their own netes, to mean. that if these conditions were complied with I might consider an application by a Chinese Bank to issue its own notes. In the circumstances I am willing to acquit Mr. Wei Yuk of disloyalty in this matter to this Government.

While Mr.Wei Yuk still retains as much confidence as experience preves that it is safe to

I regret to say that I cannet
I have had under say the same of Sir K'ai Ho Kai.
consideration, for some time before the receipt of your despatch under reference, the question whether I should be justified in recommending his re-appointment next year
to the Legislative Council.
